Data Quality Science (DQS), LLC is a joint venture (JV) agreement between The RELI Group, Inc. (RELI), and JBS International, Inc.

(JBS). RELI is a small business-certified 8(a) company with an extensive portfolio of contracts related to population health services and health information technology (HIT). In addition, RELI is an official small business protégé to JBS under the HHS Small Business Administration (SBA) Mentor/Protégé program. Under the JV agreement with RELI, JBS is responsible for providing management and technical assistance, business development support, contracting expertise, and general and administrative support.

Founded in 2013, RELI is a rapidly growing, highly recognized HHS small business prime contractor with broad and deep experience and qualifications in program and project management; training and facilitation; data analytics and policy, health and public health research; testing and independent validation and verification; medical claims and record review; and information technology (IT) privacy and security. Improving the livelihood of the American public through the programs RELI supports strikes to the core of RELI’s corporate mission—a corporate mission that is squarely consistent with the compelling goals and objectives of FDA’s tobacco prevention agenda and the overarching purpose of the Tobacco Control Act (TCA).

DQS, through its JV partner, JBS, brings more than 30 years of federal contracting experience to this endeavor, including hands-on experience in supporting the Food and Drug Administration’s (FDA) tobacco retail inspection and compliance efforts in Idaho, Nevada, New Mexico, and the U.S. Virgin Islands. In addition, for the Substance Abuse and Mental Health Services Administration (SAMHSA), JBS has worked in close collaboration with states to ensure state and jurisdictional compliance with the federal Synar regulation as far back as 2004. Founded in 1985, JBS also supported FDA’s Contract Evaluation/Site Visit (CE/SV) program from 2013 to 2017 and currently supports tobacco compliance evaluation support for North Carolina’s, Synar program. This experience provides DQS with an in-depth understanding of federal contracting, FDA program, including commissioning requirements, the process for commissioning inspectors, and the qualifications that proposed inspectors must bring to their work.

RELI and JBS bring a proven track record of successful contractual collaboration. JBS served as a subcontractor to RELI on two recent information technology (IT) contracts. Likewise, RELI is a subcontractor to JBS for the SAMHSA Technical Support for Opioid Treatment Program (OTP) Certification contract. RELI and JBS work together well. Our history and experience in successful teaming and collaboration as well as our shared values in providing rigorous attention to high quality performance provide a solid foundation built on trust and reliability. Our DQS JV partnership brings the necessary collective project experience, corporate capacity, infrastructure, and resources, and proposed staff experience to this effort; offering a and overall low-risk solution for successfully completing requirements and fulfilling FDA objectives for this program.
